The Contracting Entity shall not be liable for any costs or expenses incurred by any bidders in responding to this notice or in tendering for the proposed contract(s). Economic and Financial Standings: Organisations that are independently assessed as being a high financial risk based on a contract value of 2,500,000 GBP per annum; or organisations with less than 5,000,000 GBP turnover per annum will be assessed as unsuitable. The Contracting Entity shall not be liable for any costs incurred howsoever in the event that the Contracting Entity decides to abandon the tender process altogether before the tender process is complete. Basildon District Council is subject to the provisions of the Freed om of Information Act. If the tenderer considers that any information supplied by him is either commercially sensitive or confidential in nature then this should be highlighted and the reasons for its sensitivity given. However, final determinations will be made at the Council's sole discretion. An open day will be held in Basildon on 26 August 2010 (10:00) to provide interested parties with additional information about the project, procurement process and timetable.
